God loves everyone, "normal" or otherwise. He does not will that anyone would have AIDS, but he did will that his creation would have a free and independent existence as a co-creative entity. Moreover, a creation by its very nature has to be limited and imperfect, since it is not God. So to create at all implies fixed traits that can become bad in given circumstances.
