Ursa Major (The Plough) can be seen at the tropic of capricorn in Brazil?

The Bear/Plough should be visible from there, but only for a short part of the year,and only low on the horizon. As the T of Cap is 23.5 deg south, any stars closer to the North Celestial Pole than about 28 degrees (that is, 62 degrees declination) won't be seen clearly from there.
